Applications can be completed online, mailed to the Ohio Department of Development or with a PICCA case worker during a scheduled appointment; Applications are accepted each year from 7/1 - 5/31

Provides assistance with the high cost of heating oil, propane, wood or coal or with a disconnect on natural gas or electric utility.

Metered utility must be in disconnect; Bulk fuel supply must be within a 10 day supply/25% or below; Available annually from 11/1 - 3/31

Provides clients with a one-time electric utility benefit to prevent/resolve utility disconnection. Also provides window air conditioning units and fans to eligible clients every 3 years.

Requirements:
Clients age 60 and older do not require documentation indicating medical need; Clients under 60 must provide medical form stating need for cooling; Clients must have a disconnect notice, be in disconnect or establishing new service; Available annually from 7/1 - 9/30

Income-eligible clients can establish level-billing with their regulated utility based on household income. Clients with regulated gas and electric will pay 5% for gas expense and 5% for electric expense. All electric household will pay 10% based on household income level.

Percentage of income payment plan can be established for one or both utilities; Must re-apply every 12 months or more often if income changes; Applications accepted year- round; South Central Power customers do not qualify for PIPP

PICCA provides transitional housing for homeless Veterans. The transitional housing is for homeless single male Veterans, single female Veterans and Veterans with families. This program is a partnership with the Chillicothe V.A. Medical Center. All residents receive case management with action plan goals to aid in transitioning to permanent housing.
